The state Revised Pay Rules replicate the central 7th CPC pay matrix level for level, so an 8th CPC fitment factor applied to the central matrix gives a close projection for state employees too. Assam's ROP rules retained the 14 pay-band structure mapped onto central levels.
A Central Pay Commission revision does not automatically change state pay. The Assam government must review the central recommendations and issue its own adoption order.
